The Arbiter walked up to the raised platform and took a deep breath. He hid a plasma rifle behind his back. High Charity seemed pretty dark. He didn't know if he should follow through with this. Looking into the huge crowd, he saw The Spec-Ops leader "Half-Jaw", clutching a plasma rifle. The Arbiter stood there for a while, waiting for the Prophet of Truth to quiet everyone down.

"Soldiers of the Covenant!", the Prophet began. "You may or may not know that we have a new Arbiter to help us begin the Great Journey. He has been much help defeating the Heretic leader and for that he has our thanks. But it's not me that is going to speak to you today, it is him". The Prophet glided off as if to give The Arbiter the cue.

"Our Prophet's have been our guiding hearts for years! But today, I myself speak".

"Long have we been at war with the humans and we suffered incredible losses. The destruction of one of the sacred rings has occurred. But for what?". There was a huge murmur throughout the crowd.

"Yes, our gods said that their destruction is there will, but what does that achieve? For everything the gods say, they're must be a purpose. What's the purpose? They are no threats. One of the Halo rings would still be there if we did not start a war".

"Arbiter!", screamed Tartarus. "This is heresy!".

"Please", said Truth. "Let him finish".

"The humans have done nothing that we can be mad about. Instead, we have killed billions on their planet. The humans can live in peace and without fear, if we end the war. Our paths our not blinded. We have a mind of our own".

There was lots of talking and shouting through High Charity as The Arbiter finished his speech. The Arbiter looked over the crowd and then at Half-Jaw. Half-Jaw still had his figures curled around the glowing rifle. In fact, every Elite did and every Grunt. Some Grunts mumbled quietly to each other as they pointed to there rifles.

"You are our Arbiter", said Mercy. "But every Heretic, no matter how great, must be annihilated".

"Prophets", said the Arbiter. "Before I die, tell me, what is are the rings' purpose?".

"To destroy a very dangerous parasite", said Regret. "By eliminating all sentient life within the twenty-five light years radius.

"This will destroy us, is that correct?"

"All members of the Covenant are expendable".

Half-Jaw was furious. He wanted to take all his weapons and open fire on the three Prophets. He moved his shoulders. The time would come.

My fellow Elites!", shouted the Arbiter. "Our Prophet's are false!". Arbiter's voice echoed through High Charity.

"Kill the Heretic!", shouted Truth. Tartarus and a couple other Brutes approached The Arbiter. The hammer in Tartarus' hands started to glow. He raised the mighty hammer to whack The Arbiter. Arbiter dodged the first blow. Then, plasma struck the brutes. Two brutes dropped their weapons and went berserk. Half-Jaw waited until his plasma rifles cooled down and opened fire on Tartarus. A Zealot and some more Elites hopped up to fight him. Tartarus swung the hammer hand the Zealot. The shiny gold armor flickered as the Elites shields died as well as him. The Grunts were too scared to fight, so they cowered in back with their plasma pistols and rifles.

The Elites couldn't seem to place a hit on Tartarus and when they did, it didn't seem to affect him. Half-Jaw fired on Tartarus. The plasma just hit him and he didn't even notice. A Brute charged at Half-Jaw. He jumped and whacked him in the back. Grabbing a fuel rod cannon he aimed it at the huge ugly Brute. Trying to not hit The Arbiter, he pulled the trigger.

The big piece of fuel sped towards Tartarus and stuck him in the back. Tartarus' shields died as he turned to face Half-Jaw. Half-Jaw tried to fire again. The Arbiter shot plasma rounds at the Brute's head. Another piece of fuel charged towards Tartarus and hit him. He doubled over. Arbiter hit him as hard as he could in the head and the Brute chieftain's body hit the ground. Standing up, The Arbiter looked at the three Prophets who were firing beams of energy at the Elites, knocking them off their feet.

He charged and jumped on the throne of the Prophet of Mercy. Mercy was startled as Arbiter bashed the rifle into his face. Jumping off of the hovering chair, he fired his rifle on full automatic until it overheated. All of the blasts hit Mercy in the chest which was enough to take out the Prophet. Two more to go, thought the Arbiter as he wiped the blood off of his forehead.

He turned to face the Prophet of Regret. Regret didn't even notice that his fellow Prophet was sitting there motionless in a chair. Arbiter jumped on Regret's throne, put the rifle to his head and pulled the trigger. The Prophet whipped his hand around and knocked Arbiter off of his throne draining his shields. He checked the plasma weapon. It was empty. He discarded it as jumped on the back of Regret. He punched Regret in the back of the head.

"Arbiter!", shouted Half-Jaw. "Get out of the way!".

The Arbiter jumped off of the throne as two green balls of fuel smacked into the Prophet.

He glanced over his shoulder at the Prophet of Truth. Anger rose from inside of him. This was the Prophet that lied to all of them. The Prophet who began this "Great Journey", theory and deserved to die. The Arbiter charged and jumped on the Prophet's throne. Not the most original idea, but it worked for him. Truth punched him off and shot a beam at Half-Jaw who leveled the cannon at him. Half-Jaw flew to the ground, his shields flickering. The Arbiter ran towards the Prophet, but before he could jump, Truth shot a beam at him. The Arbiter flew back near Half-Jaw. If the Arbiter survived that blast so could the Spec-Ops leader.

The Arbiter picked up Half-Jaw's fuel rod cannon. He slapped another magazine onto it, took a careful aim and pulled the trigger. The green blob collided with the Prophet. Electricity sparked from Truth's throne. The Arbiter grabbed a nearby plasma sword and jumped onto his throne.

"How could you, our Arbiter turn against us?", said Truth.

The Arbiter raised the sword to Truth's chest. "How could you…….our guiding light be turned against us?".

And with that, The Arbiter plunged the sword into the Prophet's chest. Truth's eyes went white as his life began to pass. He ripped the sword out and let the blood steam off of it. He turned to see every former member of the Covenant cheering. Even Half-Jaw managed to stand up and for the first time in his life, look joyful. He slowly walked up to The Arbiter.

"You have freed us all from the Prophet's wrath. Thank you".

"We did. We all did. And there's only one thing left to do.

"Sir", said the communications officer. "We're getting a transmission from the……..Covenant. They said that their Prophet's are destroyed and they want…..peace. They even sent us the coordinates to their city. Permission to engage".

Rear Admiral Lower Half Perry pondered this for a while. "Negative Lieutenant. This is strange. I'll have to inform Lord Hood".

Perry switched on the visual COM. "Rear Admiral Perry to Lord Hood. We're getting a transmission from the Covenant. It seems that they want peace".

"Yes Rear Admiral. Do not engage. Repeat, do not engage. Admiral Perry. I'm sending more ships to go with you. Only engage if they show signs of hostile attention. Hood out".

"Covenant city 'High Charity" coordinates set", said the navigations officer".

"Jump. Lets see if they're bluffing".

The navigations officer then pushed a series of buttons and they were engulfed in slipspace.

Perry couldn't believe his eyes. This was the Covenant Holy City. For years they have searched for this, but never found it. He didn't worry. If these aliens pulled anything stupid, each ship was equipped with two Shiva-nuclear warheads. That should guarantee some entertainment.

Perry climbed into the Pelican dropship with a platoon of marines. They were only armed with pistols to not frighten the Covenant. After dropping down to the city, Covenant Elites were there to greet them. Some of the Marines had there fingers around their pistols with the safety off.

"Hello humans", said the first Elite. "I assume that this is your leader". He gestured towards Perry.

"No, he's our officer. But if you do anything retarded, I'm going to blow the shi…."

      "Stow in Marine", said Perry.

"To speak with you today, will be The Arbiter", boomed the Elite.

The Arbiter walked up to the scared humans. Even the Marines were shaking.

"I am Rear Admiral Perry. I understand that you wish peace. Is that correct?".

"Yes", said the Arbiter. "Let me explain".
So the Arbiter explained all what happened. And not only were the humans and the Covenant were at peace. They were they're friend and allies.
