Prologue
February 29, 2552
Annapolis Naval Complex, Earth

Annapolis. It was an old place, yet somehow surviving all those years of time without ever losing it's meaning. It has, is, and will always be the center of new thinking in the Navy. Even since the time of ships with sail this place has stood, and everlasting testament to tradition, and, well, stubbornness. The Navy had long since changed it's Headquarters to Reach yet it still stood. I guess it was because of people like me, pukes that would spend the rest of their dull, uneventful careers wasting their lives away working on things they would never finish. As it was at the Office, as we called it, funding either was cut, siphoned to another project, or dried up somewhere along the way. We would bitch and moan for a little while, then totally forget about it because a new project had just been authorized. And so the vicious circle of ups and downs would continue on until the end of time, eating up potential geniuses along the way like so many people before them.
But, every once and a while (these once and a whiles were very few and very far between) a project would come along and be given to a young and aspiring somebody, and would turn into something great. I suppose that person is me. I don't know it for sure, but it could be true. Big Whup.
Chapter 1
January 10, 2552
UNSC Naval Headquarters, Reach
0830 Hours
"No! We cannot win this war with more small destroyers!" Adm. Jones yelled. "This year's Naval Appropriations Bill must, and I repeat, must include more money for the design and construction of larger than cruiser-type ships!" "I know, I know Admiral, but the money just isn't there," Rear Admiral Vanya Bondarenko said. "Besides, we already have 2 new cruisers and 4 destroyers laid down at the Reach yards right now. There just isn't any other way to get the money for a project that large. Designing and building a ship like that would cost more than all the ships we are building here right now combined. No less." Adm. Jones spoke, "Well, fine. Throw those skimpy destroyers at the Covenant's fleet so I can count the time it takes for them to knock on my front door," he sighed. "It won't be long, I promise you that."
Bondarenko sighed too, as the old man disappeared and was replaced by the official UNSC logo. The old man was right. He was a man who believed that building larger ships to slug it out with the Covies was the way to go. But that would mean rewriting the whole book on tactics, much of it Bondarenko had himself written. The Admiral remembered something his father used to tell him, "History repeats itself, so the answers to yesterday's problems may hold the candle for today's future." Maybe. But how can he apply that to his present situation? Hell if I know, he decided.
Bondarenko pulled himself out a bottle of 600 year old Grey Goose and poured a finger of it. Sipping lightly, he thought, 1940 was a good year. It also was a very troubled time. France had fallen, the British had evacuated at Dunkirk, and Hitler was kicking a new asshole for the Allies. He had read much about this World War II. It was a time for technological advance in the view of war. The battleship and the aircraft carrier were changing the face of modern navel warfare. "Humph," he said. "Necessity is the mother of invention." The aircraft carrier brought into play air power at sea and the battleship had evolved even more. It was now something that could fling a high volume of huge shells for extremely long distances at a very high velocity. It was something like four turrets of three guns each. For each broadside. If only the ships of the present day could do that. Twelve or more MAC rounds, from each ship, hitting the Covenant line. They wouldn't even have a chance....? The admiral quickly set into action. Yet he thought, Admiral Jones was right.
The first thing he did was place a few calls. He spoke to Adm. Jones again and informed him that he would support his idea and that any support would be appreciated.
Jones was relieved, at last, now he would finally be able to sleep knowing that his work would have not been in vain.
